Blimp transport

I've been playing around with this idea of an air transport ship. The hull mainly works as a blimp, with the cockpit and cargo hold attached around and into the "balloon". Since this is supposed to be a vessel of an environmentally friendly (but distopian) regime, it uses solar panels that are woven into the hull to generate energy for the rotors in the back. These have a lot less work to do than on a helicopter since the gas inside causes most of the upward motion, it can be cooled or heated to different temperatures through electricity generated by the solar panels.

The main role of this ship would be surveillance and transport of law enforcement.
